Story is single player only, it covers almost everything from Raditz to Gold Frieza, and features an overarching storyline with a plot and cutscenes. XV2 is essentially structured into two parts: Story and parallel quests (PQs).
So, you can of course start with the base game and get DLC later if you enjoy it enough. The other DLC are expansions, you'll usually play them after the base game.
